CONCORD, NH — A Concord man, arrested dozens of times during the past decade, was arrested again late last month after an incident at the annual Christmas tree lighting event downtown.
Around 5:30 p.m. on Nov. 29, officers were requested to North Main near Capitol Street by a sergeant on a detail for a reportedly intoxicated man, Bulambo Dunia, 37, of Loudon Road in Concord, who was well-known to police. The officer accused Dunia of getting into the sergeant’s face and yelling.
“Once I approached Bulambo,” the officer wrote, “I could distinctly smell the odor of an alcoholic beverage.”

Several attendees at the tree lighting complained he was intoxicated, dancing, and “touching” children during the event, the affidavit said. The officer attempted to take him into protective custody due to intoxication and asked Dunia if he planned on cooperating since he had a long history of resisting arrest. The officer said they told him he was being taken to the hospital. Both the reporting officer and the sergeant began to lead Dunia to a police cruiser, and he was accused of pulling away, yelling, and then going limp in his legs, a report said.
“Bulambo then yelled, ‘I will kill you,’” the officer wrote, “and ‘I am going to shoot you in the f—— head.’”

Other police arrived, and Bulambo began kicking the front of the cruiser and pulling away from the officers, a report alleged. He was searched and then placed into the cruiser. But, while doing so, Dunia “hooked his foot under the door,” began laughing, and demanded the officer place his foot inside the cruiser, an affidavit said.
Two officers, the report noted, had to move his foot into the cruiser.
Dunia was then taken to Concord Hospital, where security officers provided a wheelchair to safely transport him to the emergency department. The officer wrote hospital staff attempted to evaluate Dunia, but he “became more aggravated and stood up and attempted to get into the nurse’s face.” One of the wheelchair wheels then rolled over a security staffer’s foot, the report stated.
Dunia was medically cleared and was prepped to be taken to the county jail when he was accused of shoving his feet to keep the wheelchair from being moved. He was then escorted to the cruiser, the officer said.
“While Bulambo was in the back of the cruiser,” the officer wrote, “he kept saying he was going to shoot us and our families after he was released.”
Dunia said he was arrested for no reason and had the right to celebrate Christmas with his family, an affidavit stated. The officer explained the reasons why police arrived to question him, and he was accused of getting angry and attempting to spit at the reporting officer from the back of the cruiser. After the first attempt was unsuccessful, he attempted several more times, the report said. Dunia was also accused of licking the bars on the cruiser windows and saying he was “looking for small children.”
The officer noted the entire episode was recorded due to Dunia’s alleged comments that he was arrested for no reason.
Dunia was charged with attempted simple assault, attempted criminal mischief, and resisting arrest or detention. He was not charged with criminal threatening despite the report alleging he made the comments. Dunia was arraigned in Concord District Court.
On Dec. 11, Judge M. Kristin Spath ordered a hearing to decide whether Dunia would be sent back to jail due to not complying with a previous release agreement in September after an incident in late May when he was reportedly intoxicated, accused of assaulting a police officer, trespassing at Sal’s Pizza on Storrs Street, and resisting arrest.
During the past decade, Dunia has been arrested or charged dozens of times for various reasons, including burglary, stalking, disorderly conduct, violation of a protection order, domestic violence, criminal threatening, assault, deadly weapon, theft, criminal mischief, interference with child custody, breach of bail, driving after revocation or suspension, public urination or defecation, public disposal of human waste, consumption of liquor on private property, and warrants.
During that time, he has spent more than 625 days in the county jail, according to records.
